Menno Fenger is professor of Institutional Policy Analysis at the Department of Public Administration and Sociology, Erasmus University Rotterdam, the Netherlands. His work focuses on institutional change, specifically in the field of social policies and welfare states. In recent years, he has zoomed in on how to include vulnerable beneficiaries of social policies in policy-making and implementation, for instance long-term unemployed, people with low literacy skills or people on precarious jobs. The subject of his stay at the Ostrom Workshop is ‘commoning the welfare state’. In this project, he explores to what extent the general public’s sense of ownership of the welfare state’s institutions – or democratic institutions in general – can and should be reinforced to ensure viable and sustainable welfare states in the future.
